Can I wish Muslims 'Eid Mubarak' or 'Ramadan Kareem'?

Yes, and it is warmly appreciated. 'Eid Mubarak' means blessed Eid, and 'Ramadan Mubarak' or 'Ramadan Kareem' means a blessed or generous Ramadan.

You can say these in addition to or instead of 'Happy Eid' or 'Happy Ramadan'. If you want to give a gift for Eid, sweets, dates or a card are a good choice. On Eid, Muslims visit family and friends and exchange gifts, especially for children.
Muslims also celebrate with their neighbours of all faiths, and an invitation to share a meal is a sign of friendship. Muslims are asked to treat their neighbours kindly, and in Islam sharing food with a neighbour is highly encouraged.
