Is killing a person haram?

Short answer

Yes. The Quran says that whoever kills a soul unjustly, it is as if he had killed all mankind (5:32), and forbids killing the soul that Allah has made sacred except by right (6:151, 17:33). The Prophet ﷺ said that blood shed is the first matter judged between people.

مِنْ أَجْلِ ذَٰلِكَ كَتَبْنَا عَلَىٰ بَنِىٓ إِسْرَٰٓءِيلَ أَنَّهُۥ مَن قَتَلَ نَفْسًۢا بِغَيْرِ نَفْسٍ أَوْ فَسَادٍۢ فِى ٱلْأَرْضِ فَكَأَنَّمَا قَتَلَ ٱلنَّاسَ جَمِيعًۭا وَمَنْ أَحْيَاهَا فَكَأَنَّمَآ أَحْيَا ٱلنَّاسَ جَمِيعًۭا ۚ وَلَقَدْ جَآءَتْهُمْ رُسُلُنَا بِٱلْبَيِّنَٰتِ ثُمَّ إِنَّ كَثِيرًۭا مِّنْهُم بَعْدَ ذَٰلِكَ فِى ٱلْأَرْضِ لَمُسْرِفُونَ ﴿٣٢﴾

Por esta razón, prescribimos a los Hijos de Israel que quien matara a una persona que no hubiera matado a nadie ni corrompido en la tierra, fuera como si hubiera matado a toda la Humanidad. Y que quien salvara una vida, fuera como si hubiera salvado las vidas de toda la Humanidad. Nuestros enviados vinieron a ellos con las pruebas claras, pero, a pesar de ellas, muchos cometieron excesos en la tierra.

۞ قُلْ تَعَالَوْا۟ أَتْلُ مَا حَرَّمَ رَبُّكُمْ عَلَيْكُمْ ۖ أَلَّا تُشْرِكُوا۟ بِهِۦ شَيْـًۭٔا ۖ وَبِٱلْوَٰلِدَيْنِ إِحْسَٰنًۭا ۖ وَلَا تَقْتُلُوٓا۟ أَوْلَٰدَكُم مِّنْ إِمْلَٰقٍۢ ۖ نَّحْنُ نَرْزُقُكُمْ وَإِيَّاهُمْ ۖ وَلَا تَقْرَبُوا۟ ٱلْفَوَٰحِشَ مَا ظَهَرَ مِنْهَا وَمَا بَطَنَ ۖ وَلَا تَقْتُلُوا۟ ٱلنَّفْسَ ٱلَّتِى حَرَّمَ ٱللَّهُ إِلَّا بِٱلْحَقِّ ۚ ذَٰلِكُمْ وَصَّىٰكُم بِهِۦ لَعَلَّكُمْ تَعْقِلُونَ ﴿١٥١﴾

Di: «¡Venid, que os recitaré lo que vuestro Señor os ha prohibido: que Le asociéis nada! ¡Sed buenos con vuestros padres, no matéis a vuestros hijos por miedo de empobreceros -ya os proveeremos Nosotros, y a ellos,- alejaos de las deshonestidades, públicas o secretas, no matéis a nadie que Alá haya prohibido, sino con justo motivo ¡Esto os ha ordenado Él. Quizás, así, razonéis».

وَلَا تَقْتُلُوا۟ ٱلنَّفْسَ ٱلَّتِى حَرَّمَ ٱللَّهُ إِلَّا بِٱلْحَقِّ ۗ وَمَن قُتِلَ مَظْلُومًۭا فَقَدْ جَعَلْنَا لِوَلِيِّهِۦ سُلْطَٰنًۭا فَلَا يُسْرِف فِّى ٱلْقَتْلِ ۖ إِنَّهُۥ كَانَ مَنصُورًۭا ﴿٣٣﴾

No matéis a nadie que Dios haya prohibido, sino con justo motivo. Si se mata a alguien sin razón, damos autoridad a su pariente próximo, pero que éste no se exceda en la venganza. Se le auxiliará.

Hadith

Sahih al-Bukhari 6533

Narrated `Abdullah:The Prophet (ﷺ) said, "The cases which will be decided first (on the Day of Resurrection) will be the cases of blood-shedding

حَدَّثَنَا عُمَرُ بْنُ حَفْصٍ، حَدَّثَنَا أَبِي، حَدَّثَنَا الأَعْمَشُ، حَدَّثَنِي شَقِيقٌ، سَمِعْتُ عَبْدَ اللَّهِ ـ رضى الله عنه ـ قَالَ النَّبِيُّ صلى الله عليه وسلم ‏ "‏ أَوَّلُ مَا يُقْضَى بَيْنَ النَّاسِ بِالدِّمَاءِ ‏"‏‏.‏
