Is killing a person haram?

Short answer

Yes. The Quran says that whoever kills a soul unjustly, it is as if he had killed all mankind (5:32), and forbids killing the soul that Allah has made sacred except by right (6:151, 17:33). The Prophet ﷺ said that blood shed is the first matter judged between people.

مِنْ أَجْلِ ذَٰلِكَ كَتَبْنَا عَلَىٰ بَنِىٓ إِسْرَٰٓءِيلَ أَنَّهُۥ مَن قَتَلَ نَفْسًۢا بِغَيْرِ نَفْسٍ أَوْ فَسَادٍۢ فِى ٱلْأَرْضِ فَكَأَنَّمَا قَتَلَ ٱلنَّاسَ جَمِيعًۭا وَمَنْ أَحْيَاهَا فَكَأَنَّمَآ أَحْيَا ٱلنَّاسَ جَمِيعًۭا ۚ وَلَقَدْ جَآءَتْهُمْ رُسُلُنَا بِٱلْبَيِّنَٰتِ ثُمَّ إِنَّ كَثِيرًۭا مِّنْهُم بَعْدَ ذَٰلِكَ فِى ٱلْأَرْضِ لَمُسْرِفُونَ ﴿٣٢﴾

Por isso, prescrevemos aos israelitas que quem matar uma pessoa, sem que esta tenha cometido homicídio ou semeado acorrupção na terra, será considerado como se tivesse assassinado toda a humanidade. Apesar dos Nossos mensageiros lhesapresentarem as evidências, a maioria deles comete transgressões na terra.

۞ قُلْ تَعَالَوْا۟ أَتْلُ مَا حَرَّمَ رَبُّكُمْ عَلَيْكُمْ ۖ أَلَّا تُشْرِكُوا۟ بِهِۦ شَيْـًۭٔا ۖ وَبِٱلْوَٰلِدَيْنِ إِحْسَٰنًۭا ۖ وَلَا تَقْتُلُوٓا۟ أَوْلَٰدَكُم مِّنْ إِمْلَٰقٍۢ ۖ نَّحْنُ نَرْزُقُكُمْ وَإِيَّاهُمْ ۖ وَلَا تَقْرَبُوا۟ ٱلْفَوَٰحِشَ مَا ظَهَرَ مِنْهَا وَمَا بَطَنَ ۖ وَلَا تَقْتُلُوا۟ ٱلنَّفْسَ ٱلَّتِى حَرَّمَ ٱللَّهُ إِلَّا بِٱلْحَقِّ ۚ ذَٰلِكُمْ وَصَّىٰكُم بِهِۦ لَعَلَّكُمْ تَعْقِلُونَ ﴿١٥١﴾

Dize (ainda mais): Vinde, para que eu vos prescreva o que vosso Senhor vos vedou: Não Lhe atribuais parceiros; trataicom benevolência vossos pais; não sejais filicidas, por temor á miséria- Nós vos sustentaremos, tão bem quanto aos vossosfilhos -; não vos aproximeis das obscenidades, tanto pública, como privadamente, e não mateis, senão legitimamente, o queDeus proibiu matar. Eis o que Ele vos prescreve, para que raciocineis.

وَلَا تَقْتُلُوا۟ ٱلنَّفْسَ ٱلَّتِى حَرَّمَ ٱللَّهُ إِلَّا بِٱلْحَقِّ ۗ وَمَن قُتِلَ مَظْلُومًۭا فَقَدْ جَعَلْنَا لِوَلِيِّهِۦ سُلْطَٰنًۭا فَلَا يُسْرِف فِّى ٱلْقَتْلِ ۖ إِنَّهُۥ كَانَ مَنصُورًۭا ﴿٣٣﴾

Não mateis o ser que Deus vedou matar, senão legitimamente; mas, quanto a quem é morto injustamente, facultamos aoseu parente a represália; porém, que não se exceda na vingança, pois ele está auxiliado (pela lei).

Hadith

Sahih al-Bukhari 6533

Narrated `Abdullah:The Prophet (ﷺ) said, "The cases which will be decided first (on the Day of Resurrection) will be the cases of blood-shedding

حَدَّثَنَا عُمَرُ بْنُ حَفْصٍ، حَدَّثَنَا أَبِي، حَدَّثَنَا الأَعْمَشُ، حَدَّثَنِي شَقِيقٌ، سَمِعْتُ عَبْدَ اللَّهِ ـ رضى الله عنه ـ قَالَ النَّبِيُّ صلى الله عليه وسلم ‏ "‏ أَوَّلُ مَا يُقْضَى بَيْنَ النَّاسِ بِالدِّمَاءِ ‏"‏‏.‏
