Islam forbids same-sex acts, as the Quran recounts in the story of the people of Lut (7:80-81, 26:165-166). The ruling concerns the act. A person who struggles with their feelings should be treated with respect and mercy, repentance is open to everyone, and Muslims are not allowed to harm or insult anyone.
وَلُوطًا إِذْ قَالَ لِقَوْمِهِۦٓ أَتَأْتُونَ ٱلْفَٰحِشَةَ مَا سَبَقَكُم بِهَا مِنْ أَحَدٍۢ مِّنَ ٱلْعَٰلَمِينَ ﴿٨٠﴾
Мы отправили Лута (Лота), и он сказал своему народу: «Неужели вы станете совершать мерзость, которую до вас не совершал никто из миров?
إِنَّكُمْ لَتَأْتُونَ ٱلرِّجَالَ شَهْوَةًۭ مِّن دُونِ ٱلنِّسَآءِ ۚ بَلْ أَنتُمْ قَوْمٌۭ مُّسْرِفُونَ ﴿٨١﴾
В похотливом вожделении вы приходите к мужчинам вместо женщин. Воистину, вы - народ излишествующий».
أَتَأْتُونَ ٱلذُّكْرَانَ مِنَ ٱلْعَٰلَمِينَ ﴿١٦٥﴾
Неужели вы будете возлежать с мужчинами из миров
وَتَذَرُونَ مَا خَلَقَ لَكُمْ رَبُّكُم مِّنْ أَزْوَٰجِكُم ۚ بَلْ أَنتُمْ قَوْمٌ عَادُونَ ﴿١٦٦﴾
и оставлять ваших жен, которых ваш Господь создал для вас? О нет! Вы являетесь преступным народом».
